Civil society organizations (CSOs) play a vital role in promoting democratic governance, human rights, and inclusive development. In Somalia, civic engagement and community participation are essential for strengthening peacebuilding efforts, enhancing accountability, and supporting sustainable development. Non-governmental organizations (NGOs) contribute significantly by empowering communities, advocating for rights, and facilitating dialogue between citizens and government institutions.

Despite ongoing progress in political transition and state-building, civic space in Somalia continues to face challenges including insecurity, limited institutional capacity, and barriers to inclusive participation. These challenges particularly affect marginalized groups such as women, youth, and minority communities, who often have limited opportunities to engage in decision-making processes.

This document aims to highlight the importance of strengthening civic participation and promoting a human-rights–based approach to development. By supporting inclusive civic engagement, NGOs and development partners can contribute to building resilient institutions, promoting transparency, and ensuring that development processes reflect the needs and voices of all communities.
